The Isle of Man Gambling Supervision Commission (GSC) has issued a coveted IOM OGRA Software Supplier license to 3 Oaks Gaming, a new brand belonging to Green Rock Limited. Amber Gaming Group of Malta and IOM, a Multi-jurisdictional Licensing and Regulatory Compliance specialist company assisted with guidance.

The iGaming distributor will work with licensed B2C operators and B2B gaming partners to supply a growing portfolio of casino games for online play as well as a suite of promotional and marketing tools. The license is expected to expand the developer’s reach and facilitate quick and efficient deployment with licensed operators in multiple jurisdictions.

The license is seen as a first step in the company’s compliance regiment as it works on even broader expansion into multinational markets. License procurement is already underway and in the final stages of some of 3 Oaks Gaming’s target jurisdictions which will include the ability to operate in such diverse regulated markets as Romania, Colombia, Malta, Sweden, Italy, and Bulgaria.

Certification Assisted by IOM Private/Public Conduit

Digital Isle of Man was party to the development. It is a public/private partnership that operates as an Executive Agency within the Isle of Man Government’s Department for Enterprise. Tony Ure, Head of eGaming for the conduit which aims to act as a bridge between government and enterprise in the economy that already comprises a 30% digital technical component said:

It is a pleasure to welcome 3 Oaks Gaming to the Island. Ensuring that the Island has a supportive ecosystem for gaming companies to operate their business, whilst maintaining our reputation as a highly regulated jurisdiction that prides itself on player protection is key to continuing the growth of this sector on the Isle of Man. I wish 3 Oaks Gaming every success with their future ventures.”

Amber Gaming Managing Director, Jade Zorab added: “We are proud to have supported 3 Oaks Gaming through the software licensing process and excited that they are now able to take the next step towards global growth. It is a testament to the advantages of the Isle of Man software license to have attracted an applicant of this caliber and we are looking forward to continuing our partnership with 3 Oaks Gaming moving forward.

An Ideal Foundation for Development & Global Expansion

Sebastian Damian, Managing Director at 3 Oaks Gaming, added: “We are incredibly proud of this achievement as we look to deliver high-quality, innovative, and exciting casino gaming content to regulated jurisdictions worldwide.

Damian also noted that 3 Oaks chose the Isle of Man for their launchpad due to the Gambling Supervision Commission’s strong reputation and “robust licensing process”, adding that it would provide an ideal foundation from which to craft the company’s expansion into other regulated markets.

He added: ”Our aim is to become a leading content distributor within the global regulated online gaming sector, and we are excited to begin our journey as we expand our international footprint over the coming months.”

The provider’s games are all HD-quality rendered in 2D and 3D and feature top-performing math models. While all games already come in at least 10 languages, any new language can be added in as little as 2 weeks. We found several titles, including Great Panda Hold and Win rendered in as many as 19 languages as of today. The themes are diverse and cover multiple cultures and locales.

Some of the game catalog has been under development since at least 2019 and was previously marketed under the Booongo brand name with a Curacao license. Until recently, the main development hub for Booongo was in Ukraine. It’s unclear if the catalog will be shared or even if the original brand will remain available to players in the US.
