Peru: PGS 2024 Forum to shed light on the scope of the current regulatory framework for online gambling

The organizers of the Peru Gaming Show (PGS) summoned the Peruvian Ministry of Foreign Trade and Tourism (Mincetur), the Peruvian gaming regulator, to explain in depth the current regulations for online gaming in Peru through the PGS 2024 Forum.

PGS said they considered it convenient to hold this exclusive forum after Law 31557 was published in August 2022, which was later modified by Law 31806 and whose regulation was published in October 2023 through Supreme Decree DS 005-2023.

The Decree regulates the provisions issued in Law 31557 on remote gaming and remote sports betting. The companies operating in the Peruvian market and that are obliged to adapt to this regulatory framework see this exclusive forum as convenient, in which the current state of the processes that such adaptation implies will be discussed, having elapsed a little more than 15 months since its issuance.

The Forum will be held on December 11 – 12 and it will be the first time that the highest representatives of the General Directorate of Casinos and Slot Machines of Mincetur will be present in front of an exclusive audience made up of the heads of the businesses, CEOs, General Managers, Managers and Compliance Officers, to explain the processes and scope of the Law and its regulations.

The Forum conferences will have as panelists the directors of Mincetur, Yuri Guerra Padilla, General Director of the Directorate of Casino Games and Slot Machines; David Solis Gaytuiro, Director of the Directorate of Control and Sanction of the DGJCMT; José Luis Perez Torres, Director of the Directorate of Authorization and Registration of the DGJCMT; Claudia Mansen Arrieta, liaison officer with the Financial Intelligence Unit UIF. Also participating in the forum will be professional experts with extensive experience in the industry, such as Dr. Carlos Fonseca, Dr. Constante Traverso, Mr. Georges Didier, and Mr. Marcelino Oyola. Finally, Dr. Luis Duran Rojo, a specialist in taxation, will be present at the closing of the forum’s conference program and will address the effects of the selective consumption tax ISC to be applied in the gaming sector.

The call has particular exclusivity as it has been coordinated in corporate mode with the industry associations including the Peruvian Association of Online Sports Betting and Related Activities (APADELA), National Gaming Society (SONAJA), and  Association of Tourism and Entertainment Centers (ATCE), and the support of the General Directorate of Gaming of Mincetur was crucial in this process.

Due to the characteristics of the organization of the forum, admission to the forum will be by invitation only, based on the list sent by the unions.
